A number of people have converted their cars with Sanden compressors (SD-709) to R134a and reported satisfactory results. Are you sure you have enough refrigerant in the system? Do you know if the mineral oil was completely flushed from the system, or is it in a big ball at the bottom of the condensor? Did the system ever work well, or has it always been like this.
The big problem you will have if you convert to a different compressor is the the hoses won't work any more. The Sanden uses a GM pad mount for the two hoses, while the Seiko uses separate hoses. And, if you get new hoses to match the Seiko compressor, then the other end of the hose won't match the car fittings.
If you really have your heart set on a new compressor, there is write up on using a brand new Sanden unit designed for R134a (SD7H15 sticks in my mind, but you would have to look it up) and swapping the head from the old compressor so that the fittings will match.
