The ABS function and Power Brake boost both use pressurized brake fluid. The pressure is stored in the Accumulator (black sphere on top of the master cylinder). The system is pressurized by the ABS pump - in '88, it doesn't use vacuum for brake assist.
If you get the ABS and Brake Fluid lights at the same time, that means that the ABS pressure is too low. Normally, the lights are on when you first start the car after it has been sitting a while - the pressure has leaked down. The ABS pump will run, and when the pressure gets up past 100 Bar, the Brake Fluid light goes out - the ABS will stay on a little longer, as the ABS system does a self-test. The pump shuts off at 180 bar. If the pressure drops below 140 bar, the pump starts running again.
It sounds like there is a problem in the ABS pump - it's blowing the fuse. Under those conditions, the lights would never go out, and with no pressure, you have no brake assist. The brakes will still work, but the required pedal pressure will be much higher, and stopping distances much longer. Not safe.
The other possibility is that one of the pressure switches is bad, keeping the pump from running. Or there is a dead short in a wire somewhere, killing the fuse. Your best hope is that there is a dead short in a wire, because replacing components in the ABS system is shockingly expensive. The good news is that whatever the problem, it's a dead short. Anything that takes out a 30 amp fuse is a pretty major short - no namby-pamby switch somewhere. So if you're handy with an ohmmeter, it should be fairly straighforward troubleshooting.
Normally you can get some ABS wiring schematics off the Townsend site (http://www.townsendimports.com), but it's notorious for being hard to access, and I can't get on it this morning. If you want, I can email you some schematics in the form of GIFS.
