Since you're in the northeast, you probably have a few bolts that are rusted on, and will be longer to take off. For just the Sportchassi kit, figure about 6 hours labor; with the bushings and a few other bits and pieces I did, it was 10 hours. The bushings I bought cost about $250 total, but I felt it was well worth doing 'while we were in there'. That also included an alignment, which you should do after that work.
Adding 16" wheels to a 9000 really imporves the general driving experience, sportchassi or not. Mind you, 15" with 'good' tires is better than 16" with 'bad' tires. I hear your concerns about road roughness, but with 16" you would just be going from a 60 series sidewall to a 55 series, which is not too bad. I think it is when you get below 50 series sidewalls that the ride really starts to suffer. Anyway, if after you drive on the Sportchassi for a while, you feel you need more, 16" would probably be a good next step. By the way, the Sportchassi will take about a couple of thousand miles to really settle in, at which point the ride definitely improves.
