Car & Driver ran a test where they gathered up all the cars they thought, subjectively, had good brakes. They instrumented these cars and studied the brake systems and what they found was good brakes are linear brakes. Push the pedal a little you get a little braking, a little more a bit more etc.
This is consistent with my own observations. I can take a Porsche or a BMW M3 down from eye watering speeds under perfect control, just this side of lockup.
I recall taking a '95 Aero to the dealer with the view that a $40,000 sport sedan should stop better. The service manager ran the car up to 45mph and stomped on the pedal with both feet, hit the ABS and said 'stops fine'. Lovely. Useful in a panic situation, but worthless when you're entering a 25mph decreasing radius turn at 50mph.
