I have a '95 Aero and a 9000S so I guess I can answer some of your questions.
1) True, there are two coolant temperature sensors, one above the heater hose on the transmission end of the engine, and this is the one for the temperature gage and radiator fan; the other is somewhere near the middle of the intake manifold.
2) I don't think the radiator fan speed has just two speeds anymore, I'm guessing the computer determines how fast the fan should run from the coolant temperature reading.
3) No experience with urethane bushing modifications, are you talking about the front lower control arm bushings or engine mounts ?
4) The struts and dampers should last the lifetime of the car unless you think the stock setup is not hard enough or they are leaking. Personally, I've found the stock setup too hard for my taste, some have posted good results with Koni; you can do a search.
5) Low voltage display at startup more likely due to an old battery than problem with the voltage regulator. There have been more than a few posts on this topic, you can do a search on this also.
