With the manual system, fan speed is controlled by a resistor pack buried in the fan shroud. That resistor pack has a thermal fuse. That fuse blows if things get too hot. If that fuse blows, only the high speed will work on the fan.
The AC will only turn on if the fan is On - there is an electrical signal from that fan switch to the AC relay. If the thermal fuse is blown, that signal doesn't make it to the relay, and the AC won't kick in.
The solution is to fix that fuse. One way is to replace the resistor pack. Not a cheap solution from Saab. Great if you find a used one. Another approach is to pull the pack, cut out the old fuse, and carefully crimp in a new one. The last approach, which is not a great idea (wink, wink) is to jumper out the blown thermal fuse.
To access the resistor pack, remove the horizontal plastic cover over the blower - that's under the hood, at the base of the windshield. Look on the driver's side (left hand drive) of the plastic blower shroud. You'll see a cable going into the shroud. Pop it out, and the resistor pack is on the end. The resistors are the wire coils; the thermal fuse is the diode-looking device.
