Headlight Relay

Hi,
I have a 1993 9000 Aero, 145,000 miles.
My headlights recently stopped working. The rest of the lights work, and when the headlight switch is on, there are some dim white lights on, but not the regular headlights. Also, I can flash the highbeams, but they won't stay on, and the highbeam indicator light in the instrument panel doesn't come on.
I checked all the fuses I could, and they're fine.
I pulled out the red headlight relay from that box under the hood, and one of the pins has a little melted/burned-looking plastic around its base. The hole that the pin goes into is also a little fried.
What is the cause of this and how do I fix it?
Do I need a new relay? If I get a new one, how do I prevent it from getting fried again?

PS I recently replaced the battery... could that have something to do with it?
