Sounds like a sticky relay to me. That fan is supposed to turn on whenever the A/C is on regardless of the condenser temp. I'm willing to bet that the relay has in effect welded itself in the "on" position due to the fan taking more amperage than it did when the circuit was designed. Does the fan have resistance when you try to move it by hand? My car is a 91 9kt and my A/C fan was completely frozen up. Pretty tough to find a cheap replacement, not to mention getting the old fan out and fitting the new one in mine is still rubbing the blades one something).
