1) Raising base boost does NOT give you more boost. You should stay within the recommended range (max .48 bar, 5 psi). Going higher will only wear out the turbo faster.
2) Removing the wastegate hose only proves that the turbo is working correctly and is able to attain megaboost. It does not mean that the BPC is the culprit, since that component only does what the ECU tells it to do: limit boost. The ECU is deciding that boost needs to stay at the minimum because it is picking up readings from a sensor signalling that something isn't right. It could be any of the sensors (O2, anti-knock, head temp, etc.). But, it could also be that the BPC is shot. Being stuck in base boost is a common problem, and most often figured out after performing the usual inspections/tests that have been posted numerous times on this board. Search under "base boost". Looking at vacuum hoses is normally not enough since a pinhole can expand much larger under boost.
3) Since you raised base boost from 5 to 6.5 psi, that is why you are seeing 7 psi as your max. You're stuck in base boost. Normal base boost is 5 psi which is exactly in the middle of the yellow on the Saab gauge (I have a VDO vacuum/boost gauge and can tell what psi's are at within the different color ranges).
4) Test the PCV check valve. It's the small grey/white (although, with age, it turns to grey/yellow) plastic thing in the small vacuum line coming off of the vacuum hose adapter installed in the top of the crankcase on the pass. side). Remove the small hose from the intake manifold and blow through it. If there is no resistance, it's shot. You should only be able to suck through it. This is a common cause of base boost, and these valves do break down over time.
5) Make sure you use premium fuel (min. 92 octane, US-spec), plugs are NGK with no more than 12K miles on them and gapped correctly, and air filter is clean to maintain max boost. Also ensure your BPV is working (remove hose from "y"-fitting and suck on it: should have plenty of resistance).
6) Good luck with the cd rotors and PBR pads. Look through this board on that subject and you will see what an awful combination that is. Sorry to burst your bubble, but it won't be long until you will notice the same.
