The cruise switches for the brake and clutch are mounted on a metal bracket. Yes, the switches can die (and sometimes stick), but I found that the bracket pivots fairly easily and it is not unusual for it to be rotated slightly so that the switches don't work. I suspect it may have been accidentally moved when the clutch was worked on.
Take a look under the dash and you'll see the switches on the bracket. It is held in place with a 17mm or 19mm nut, and if you turn that it will (at least on my car) move the bracket. You could also just tap it lightly with a hammer (as someone else here noted some months back.
Just move it a little then test drive. On my car, I found I could get cruise to engage if I pulled up on the clutch pedal with my foot while driving, but if I let go it would disengage. So I moved the bracket maybe a 1/4 inch. You want it set so cruise disengages instantly if you even tap the brake or clutch.
Try this before you replace switches.
