Batter up! Who can solve this one?

Ok, I know that "lack of full boost" is as common as anything on this board, but I'm really hurtin' for some good advice. I'm just looking for pointers to a next step, and any advice is greatly appreciated!
The Car: '90 9000 Turbo, 5-speed, 106k miles
The Situation: Stated simply, I get 3/4 boost regularly, but not much more unless I'm lucky (not often). It usually quickly tapers back to 3/4 if I ever approach full boost (border with red).
Here are the details of what I've done/checked:
1) Checked vac lines
2) Checked/cleaned PVC check valve
3) Cleaned BPC. Bought new (used) BPC.
4) Tried the highest octane imaginable.
5) Replaced and gapped the NGK plugs (they look fine).
6) Replaced the fuel filter.
7) Replaced the air filter.
8) Took the famous wastegate vac line off the BPC (boost beyond belief was then available).
9) Inspected the DI (each reservoir full of oil).
If my APC is detecting knock (tapering off boost), could it be due to lean conditions caused by a weak fuel pump? Weak DI? Voodoo curse?
When I first picked up my 9k, I didn't know anything about these matters. But I do remember that it used to be able to hit the "red zone".
I miss that red zone......
