Snow tires: what kind, what size?

I'm trying to decide whether to mount snow tires on my current 16 inch aero rims, or if it would be wiser to have them mounted on 15 inch steel rims. is there any traction or performance benefit with a smaller rim? Also, any suggestions on what kind of tire to use?
