You lose TCS if you lose ABS. However, since the problem isn't with the TCS throttle/pedal, you don't get limp home.
If I had to guess, it's a bad ABS sensor. Since the car isn't moving, then you're probably failing the ABS sensor resistance test. This is a simple test where the ABS system compares the resistance of all four sensors, and it's done at startup. Yes it might be a more arcane pump motor thing, but simple things first.
If you pull the horizontal plastic cover at the base of the windshield, on the left hand side (Driver's side, US), you'll see the ABs computer. The ABS sensors all run into that area, too - look for some cylindrical sensors, about the diameter of a pencil. First, simply try reseating them. Also reseat the ABS controller connector. If that doesn't fix the problem, take an ohm meter and measure the resistance of each of the sensors. You can do it at the two-pin ABS sensor connectors, or right at the ABS controller connector, if you have the pinout. I don't remember the exact value, but it's around 1200 ohms, plus or minus a couple of hundred ohms. If one sensor is way out, then you need a new sensor.
I had a similar 'sudden' ABS failure. An ohm check showed one sensor to be open. It's a non-TCS car, but if it were, it would also send a TCS fault.
