From what you describe, the self-adjusters, well, don't. All I can think of is what all suspect - somebody tried to compress the piston. They may have damaged the teeth, and it worked for a while, but now it's shot. Or, you just happen to be in the area of piston travel where things don't catch. Either way, the calipers aren't happy.
One option would be simple manual adjustment. As I take it, your parking brake works just fine right now. It should pass inspection. If you notice the parking brake isn't as effective in a few months, just do a re-adjustment. Interestingly, that's the way it was done in the old days, before self-adjusting parking brakes. Yeah, that's way back kiddies, but there was a time.
The alternative is to replace both rear calipers, not a cheap proposition.
