I can't see how they could insist on replacement. They aren't going to test the self-adjusting feature. I'm not even sure how you would. Furthermore, I'll bet that the inspection critia doesn't specify that you need self-adjusting rear brakes - all they require is that the parking brake holds.
As to a core exchange, I've never seen anybody reject a core because it wasn't in good shape. Heck, that's why they'd be replaced. As long as you return as core something recognizable as a caliper, they'll be accepted. You should be able to find rebuilts with no trouble- they're much cheaper than new. And you get the credit for the core when you return the cores. So if absolutely worse comes to worse, you don't get the core charge back. But as I said, I doubt you'd have a problem. I've returned some pretty nasty cores without a blink by the counterman.
