...if you follow the usual precautions for airbags (i.e., disconnect battery before beginning chore), you should be able to remove the pax airbag. Then to gain access to your offending part, remove the dash top, as always being careful with the plastic retainer for the solar sensor, undo the fuse/relay box from its holder, and pop out the duct leading to the passenger vent. This should give you clearance to work on the servo (you might need to unscrew the windshield defroster vent and remove that as well), which is mounted with another servo on a metal backing plate on the passenger side of the air distribution box.
You'll see the other end of the wire to the mixer flap coming through the firewall and connecting to the servo. I believe that if you were able to move the wire by hand from the aquarium while it was still connected to the servo, that's an indication of a problem with the servo, because you shouldn't be able to move the wire if it is connected. I may be wrong about that. If I'm right, could be the wire has just fallen off the servo arm, or the arm is stripped.
Before digging into this, have you run an ACC diagnostic to see if you're getting error codes? There could be something wrong with your interior air temp sensor, for example.
