Since the voltage is jumping around, I'm going to guess that the voltage regulator needs replacement. They wear out, and if you haven't replaced it in a while (or ever), it's time. It's bolted to the back of the alternator. Most likely the alernator DOES NOT need replacement. A voltage regulator is about $40US. Installation extra.
Any decent mechanic should be able to troubleshoot this. Other possibilities would be a very loose serpentine belt, or something as simple as a bad ground connection for the alternator. Also check the cables to the battery - they can corrode up.
This is basic electrical troubleshooting that a good mechanic can do - nothing you need to go to a Saab dealer for. Intermittent electrical problems can be trouble, because, well, they're intermittent. Mechanics hate them because it takes troubleshooting, not simple replacment of the part that is obviously broken. The good news is that is probably doesn't require the replacement of lots of expensive parts. The alternator itself may be going, but not likely.
