Boost Pressure Control is what you are referring to (not the By-Pass Valve).
When you rev the engine, the BPC (thing that sits on top of the radiator shroud) should buzz because, as Ari explained, there is an internal brass "plate" that flutters between 2 ports depending upon the signals the ECU is sending to it.
Once at idle, you should not hear the buzz.
Base boost will appear as the middle of the yellow (5 psi). No boost will appear as the end of the white/start of yellow (0 psi). The reasons for that are many. You will have to search the board for the numerous entries on trying to resolve that issue. The difference between these two is that no boost means the turbo is making no boost (or that all boost is being released), and base boost means the ECU is picking up a signal from a sensor (or a calculated reading) and is limiting the amount of boost to enter the intake system.
I went through this (stuck at base boost) for 8 months, and finally found that it was the small check valve in the PCV small vacuum line. This is the thing that comes out of the top of the crankcase, pass. side, directly behind the red DI cover. It is plastic with 2 hoses attached. Follow the smaller hose, and you will see a small check valve halfway to the intake manifold. Remove the hose from the intake manifold side and try to blow into it. If there is little to no resistance, that small valve is shot. That thing is important as it keeps boost from pressurizing the crankcase (bad!).
More than likely you have a vacuum leak somewhere.
