To confirm if ecu is restricting you to base boost, remove the middle hose. This goes to the wastegate and is the way that the ECU limits the boost so you don't blow up the engine. (so if you do remove the middle hose, don't let the boost gauge go too much into the red).
I was stuck on base boost and followed the advice of this very fine BB - my wastegate rod had fallen off (which is impossible to see unless you lie under the front of the car. If, like me, you had no idea what a wastegate valve looks like, It will help if before you get under the car to look for the rod, you follow the middle hose from the BPC. It goes into an object that looks like a yoyo. Then get under the car, find the "yoyo" and you should see a rod coming from it. It should be attached to a little lever (you may have to feel for it). Hook it back on and pass a wire through the hole in the wastegate rod to ensure the darn thing stays on!
Incidently, with my wastegate rod having fallen off, when I disconnected the middle hose from the BPC valve, it made no difference, ie I still had base boost.
