Pull the vaccum line from the intake manifold to the FPR and suck on it. If you get fuel (yuuck!), then the FPR diaphram is shot. The proper thing to do is to do a fuel pressure check on the FPR (with a pressure gauge) and a flow check. These involve breaking into the fuel system, so at a minimum, keep a fire extinguisher handy.
The other thing to check is the O2 sensor voltage. A really bad O2 sensor will generate a Check Engine Light (CEL), but a poor one might not trip the light.
I'd go after the FPR and O2 sensor first.
