Pulleys usually last 60K miles, so replacing them at 38K seems premature unless they're squealing like pigs. Tensioners- the actual shock - don't fail that often. Also, that $170 buys you a lot - shock and bracket. Even if the shock were tired, the bracket usually doesn't fail. The entire assembly comes with new bearings on the bottom of the tensioner shock. I can see a tensioner assembly with 140K miles getting replaced if it was looking pretty worn.
With the belt off, you (or the mechanic) can feel the play in the pulleys (idler and tensioner). If they're really loosey-goosey, then replace them. But I doubt it after only 38K miles. As to the tensioner, open the hood and look at the tensioner with the engine running. It's reasonable to see the tensioner pulley jiggle a little - Maybe 1/8 inch or so. If the pulley is bouncine all around, then suspect the tensioner shock. With the A/C on, watch the tensioner as the AC clutch engages and disengages. You'll see the shock move as the load changes. That's normal. Just watch HOW it moves - does it move to the new location and pretty much jiggle just a little there? If so, that's good. If the shock moves to the new location and bounces around a bit before settling down, that's a sign of a bad shock.
It's nice to be safe, but don't start replacing parts willy-nilly. Gets real expensive.
