I have swapped shocks between cars with no problems. Of course, I've only done that once.
My guess is that the mechanic had a bad experience once with a shock that didn't fit, and vowed never to have it happen again. At your expense.
It's not like the shock and bracket assembly are precisely machined and a matched set, balanced to a gnat's whisker. They're like most other things on cars - Grab a shock out of one box, and a bracket from another, and stick them together. That's the interchangeability concept that was launched with Colt guns and made the industrial revolution possible.
