If you look closely you will see that the ATF enters the top of the radiator first, then exits at the bottom of the radiator, then enters the top of the tranny fluid cooler, then exits that and enters the tranny itself.
9K's have always had a separate tranny fluid cooler (air-cooled) located directly underneath the radiator.
More is better, right? So why not have the ATF be cooled by two separate components? The only downside is when the radiator decides to rip apart internally and the coolant mixes with the ATF (not a pretty sight). Not very common, but does happen (it did in my '98, mainly caused by an overheating condition from a stuck t-stat).
