As you may have been getting from other posts, it's different in different years.
When the change over was, I don't know. I know this isn't a 'feature' on my '92. It is a feature on my '97. I don't consider it to be a critical feature, and if it isn't working, I wouldn't go looking for it. For all I know, it can be disabled either via the Tech II or some other modification.
As to the pictogram lighting up, there was a change between the 80's cars and the '90's. The '80's cars used an electromagnetic method to measure brake light current, essentially balanced relay coils, and it work miserably. This caused lots of pictograms to come on announcing brake lights out even when they were fine. By the early '90s, Saab went to an electronic pictogram driver that was much better in terms of false alarms. But that's entirely different than this Brake Check feature.
