There is a weep hole in the bottom of the pump. The most common reason for this to drip is the seal on the pump is failing. This is different than the O-ring Yaofeng speaks of. If the pump has been on the car for a long time and not leaking, and now is starting to leak, I'd assume the seal is failing. If so, it's time to replace the pump. If the pump was just installed, I'd assume it was a bad mounting, and the pump is probably fine but needs to be re-seated with a new ring.
