If the pump was good before changing the belt and came back leaking, I suspect it is the o-rings. You have to do some detective work to find out if it is the rings or the seal.
On the tool to remove and install the S-belt, don't make it. by far the simplest method to do it is a 1/2" drive, 18" long breaker bar and a 19 mm socket. You can loosen and install the belt without loosening any pulley. Check the archive for the breaker bar method of S-belt installation.
