The interlock switch is right inside the shifter assembly. The solenoid is built into the starter - look on the side.
The radiator fan relay problem sounds like a radiator fan relay problem, or a fan thermoswitch problem. It isn't related to lack of current getting to the starter. The relay closes when the car is turned on, and stays closed for about 10 minutes after the car is shut off. The relay sends power to the thermoswitch on the radiator. If the thermoswitch on the radiator is stuck closed, you'll get the fan running all the time. The relay can't turn the fan on; it only supplies power to the thermoswitch, which turns on the fan. So my guess is a bad thermoswitch, or the wiring around it.
