The two major turn signal problems are bulbs and grounds. Replaced any bulbs recently? Made sure you put the right bulb in? Stick in a dual-filament where a single belongs, and all hell breaks loose. The wrong wattage can mess things up.
The other problem is a bad ground at the light cluster. With a bad ground, the current finds its way through other bulbs. The turn signal uses the resistance of the bulb to flash. Wrong resistance, and it'll flash wrong, or not at all. So I'd go in and clean up the grounding. Don't forget the front turn signal cluster, and depending on the year, the light on the side of the front fender.
