OK, I have no idea what diagram I WAS looking at, but I've checked again, and on a '96, the interlock relay is on the relay panel behind the fuses. It's in the row closest to the fuses, second from the left. You need to drop the fuse panel to access it.
The other possibility is that the solenoid at the gear selector lever is sticking. Yes, it could be failing, but it could also just be sticking. I had that problem on a VW Jetta. I ended up pulling the gear selector cover off and spraying the crap out of the solenoid with some silicone lube spray (avoid WD40 which collects dirt, or graphite that is a conductor). That fixed it right up.
