It is possible that the problem is the relay. Maybe. Relays usually don't just die. The two most common problems I see with relays are (1) the contacts get carboned up, and (2) Microcracks form in the larger solder pads. #2 is more common for relays mounted in the engine compartment - not as common in the relay panel, which is a much more benign environment.
Since the solenoid is an inductive load, it will have a tendancy to cause arcing on the relay contacts, carboning them up. That could cause intermittent operation. Instead of buying new, I usually pop out the relay, and carefully take off the cover. Some are sealed, but many relays have simple plastic tabs that can be slightly pryed apart. Then clean the relay contacts with some fine sandpaper.
I haven't tried to access the solenoid in a 9000 (yet). From the drawings, it may or may not be easy to see. To access, with the parking brake on, pull the shifter back, and remove the screws on the back of the shifter. Pull the handle up, and the rubbery knob will come off. Next, right above the lighted numbers you'll see a little black button. Carefully pop it out, and remove the screw underneath. Now you can remove the cover. You may have to slide the shifter around to get things free. The solenoid is low and on the left side.
The clunk you hear when pressing the brake is not the relay, but the clunk of the solenoid. The relay doesn't usually make enough noise to hear. My first take would be to lubricate the solenoid. With the assembly apart, make sure the solenoid moves (key in, press the brake pedal in Park).
