Picking up on Ari's point. Fully agree add penetrating oil as far in advance as you can.
Exhaust (muffler) shops will often remove stubborn bolts by heating it up with a torch. As this is dangerous and equipment usually unavailable for the DIYer I have an alternative that I have used without fail.
Get one of those electric hot guns used for paint stripping. I have one where you can select the heat setting - all the way up to hot enough to do plumbing soldering! This gives you heat and direction control.
Heat up the offending nut/bolt, directing the hot air stream away from anything like brake pipes, rubber parts etc. When you get some heat in there along with the penetrating oil, the threads (without fail in my case) free up and away you go!!
