Interesting, the 94 Aero I had in today had the 22251 stored in the ABS computer.
Since it was a first time customer I only reset the code for now.
This car today didn't have TCS.

One thing to keep in mind using the Tech 2 scanner (any scanner) hooked up to the diagnostic connector. The data you are seeing on the display is older than dirt and very "hacked up" with todays super fast intermittent glitches in mind.

So don't expect to see the glitch when it happens even if you are in snapshot mode. If you do, fine. If you don't it's nothing wrong with your scanner, it's just slow.

The technical term is called sampling rate. A regular scanner have very limited sampling rate compared to a lab scope. It is made worse since all data you see is also translated by the computer before sending it to the scanner display.

So it might very well be that your scanner is "out for lunch" when the glitch happens and the display doesn't show it.

It could also be that the ABS computer is generating the glitch inside itself and not telling the scanner about it.

I'm not trying to put you down in any way, just want to explain a little bit what I have been going through and learned the hard way along the way of repairing cars.

I use a lab scope as often as I can nowadays and hook it up to the suspected wire with a "hard probe". That way I take the whole ECU--->scanner out of the equation and only look at the electrical stream going through that particular wire.

The problem is that you need to know if you got the right wire out of the many ones going into the ECU.

I don't have an easy answer how to fix that 22251 code.

Good luck

Anders
