With the hood open, remove the horizontal plastic cover between what looks like the firewall (false firewall) and the windshield. At some point between '89 and '92 Saab went from two covers to one. Remove all. In the center you'll see and intake grill, which holds the blower motor, and beneath that, the heater core. As part of that box assembly, there is a mixing flap, which mixes outside air with air pulled over the heater core. This flap is inside the box, and you won't see it unless you disassemble the whole thing - a very big task. The flap is on a rotating arm, and that arm comes out the passenger side of the box, and that's the rod you see in the picture above. That rod has a lever arm on it, and the lever arm is pushed and pulled by a stiff wire that dives into the firewall, pretty much in the glovebox area. That wire is controlled by a servo motor, controlled by the ACC.

But Quasi's pictures will get you into the blower motor area, including the controller.

On the far right side (passenger side, US), is the AC evaporator coil, inside a box with the cabin air filter. That is where the recirc flap is located. The recirc flap is also controlled by a servo (I'm assuming you've got ACC, as it's a Turbo). That servo is located directly behind the glovebox. It won't be particularly easy to see any flaps there, but I'd recommend removing the cabin air filter and seeing if you can see the recirc flap. Otherwise, remove the glove box (not that hard).

If I had to make a guess, I'd say that your recirc flap is stuck closed, and that causes you to recycle moist air onto the windshield, causing the mist. I would also check to see if when you select Defrost, vents, floor, etc, on the ACC, that the air distribution changes.
