I take it that right now, you're getting base boost (boost needle goes no higher than about mid yellow). This can be due to a bad BPC, although it can be due to many, many other things. If this problem has been definitively isolated to the BPC, then yes, a new BPC will do the job.
The 9000 came in two turbo engine types, Low Pressure Turbo (LPT) and Full pressure turbo (FPT). Your CSE would be a FPT. LPT cars have no boost gauge, and they also have no BPC. Only FPT cars have a BPC.
You can buy BPCs. A 'reasonable price' is another matter. eEuroparts will sell a new one for $200. You can also find used ones around, anywhere from junkyards to eBay. Since BPCs do die, a used one is somewhat of a risk, but if it's a lot cheaper, it may be worth it. Please note that there are two generations of BPC. The early years (1986-1989)they were called APC solenoids, and the newer ones (1989 DI-equipped and newer) are called BPCs ,but don't rely on the name - some folks call all years BPCs, and some call all years APC solenoids.
You can use any BPC from a DI-equipped 9000 Turbo, 1989 and newer.
