I've repaired the flap many times. To be more accurate, I've fixed it over and over, until I've given up. I've never been able to fix it and have it stay fixed. Instead, I've lived with no flap. I haven't had a tumbler freeze-up problem in the many years I had that car, and it lived outside in the winter.
What I DID do was spray the heck out of the tumbler with lock de-ice to dry it out. Giving it an hour or so to dry, I then sprayed it with silicone-based lubricant. During the winter months, I would spray the lock tumbler with silicone spray every month or so. I don't like WD-40 because it attracts and holds dust. The silicone sprays remain dry after the carrier evaporates. Good for lots of stuff. I also use teflon-based lubes.
As to water that gets into the latch mechanism, other than frequent lubing (with silicone or teflon spray) there isn't much you can do about water intrusion.
