The crank pulley (aka 'harmonic balancer') is made up of two pieces - the inner piece bolted to the crankshaft, and the outer piece that holds the belt. Between the two is a rubber piece to damp out vibration. It's pretty common that over time and use, that rubber disintegrates, and the outer pulley moves. It can drift in or out. The solution is to replace the pulley.
This is a pretty common fault - I've replaced the pulley on two older cars, my '92 just this summer. I doubt it's the lower bearings - if you had that much movement, the pistons would be grinding on the cylinder walls.
I wouldn't use a used pulley, not unless you're looking to save every penny. This is a common failure for the main pulley - used pulleys are just that much closer to failure. The labor to do this job isn't bad, but why set up to do it twice?
I also recommend putting in a new serpentine belt if it's more than a few (2) years old. Also, inspect the the tensioner and idler pulleys - the bearings on those start to go around 60-70K.
