W hose. You lungs can't generate enough vacuum to overcome the actuator's
internal spring force.
Your wastegate arm being free is normal. Usually just a light push on the
arm (with the actuator rod off)will cause it to move freely. In fact you
sometimes have to hold it when you reattach the actuator rod.
As I recall, you have a base boost condition.
Base boost can be caused by alot of things.
Does the cruise control work? The switch on the brake/clutch pedal that
allows the cruise to work can cause base boost if it is not fully closed.
Does the speedometer work? The ECU can not control boost with no speed
signal.
Are ALL the vacuum lines attached and in good shape?
With the W hose disconnected at the BPC will the motor produce boost?
Remove the hose, go for a ride, in 2nd or 3rd gear at 2500 rpm, floor the
gas pedal, you should produce lots of boost.
Is the BPC valve connector clean?
It is very, very rare that base boost conditions are caused by the turbo.
