It is two plastic cable sheatings under the seat platform that break.
When one of them break it twist the back rest since only one side is moving.

It can be tricky to replace if you are not familiar with working on cars but is not that difficult for a Saab shop.

The seat platform needs to be removed to access the motors and cables. It is also very important to get the backrest back in its proper position before installing the new cable sheatings. Otherwise the backrest will be twisted.
The motor needs to be removed from seat frame before plastic tubes can be removed and the new tubes need to be pushed firmly into position at back rest gear box.

It is about $220.00 to fix
