As your research shows, the retainer isn't necessary. It serves two purposes - to locate the roadwheel, and to keep the rotor from falling off when you remove the wheel. All the braking forces go through the lugbolts in shear - that little 8mm bolt takes no force.
If you don't mind trying to keep everything lined up right when replacing the wheel, you can safely let things be. As of a nice afternoon, it would be good to drill the stub out. But not critical.
