It may be repairable, but without actually seeing what has happened, it's hard to say. If the wastegate has fallen back and collided with the turbine, then your turbine wheel is probably shot. It's possible that the outside arm of the wastegate shaft has separated from the shaft, and the gate didn't fall inside the housing, nor did it impact the turbine blades. But that's only a best case scenario. You'd still have to have have a spare wastegate lying around and be able to fit a new arm to it. A turbo rebuilder can probably do this, but not your average indy repairer. So, to answer your question, yes, if the turbine isn't damaged, you could just put a new wastegate on, but it'd probably have to be sent to Texas and it'll cost a few hundred. Then, there's the question of how old your turbo is and whether it would be more cost-effective, once you had it off, to just put a whole new turbine and housing on. Sometimes, there are deals to be had at the salvage yards or on eBay. If you're suffering from the Italian disease (the funds-alo), you could always just run it as it is - base boost until things clear-up!
