The TCS was standard on any turbocharged Saab in '95, which includes the Aero. It is not a reliable system. Many folks have absolutely no problem with it. Some folks have some problems. Some folks have insanely bad problems with it. In general, it's better not to have it than to have it. However, many of the problems with it are addressable. Despite what you read, not every TCS-equipped 9000 is sitting somewhere by the side of the road waiting for the hook.
If it matters any, Saab removed TCS in '96 and later on the 4-cylinder cars. It remained on the 6-cylinder cars, but was a different system.
If the TCS system fails, it can't be easily disabled. TCS is essentially a drive-by-wire system, and the problem occurs when it senses a problem, it drops into 'limp-home' mode, with emphasis on 'limp.' You either have to address the problem, which is usually a dirty connection or failed sensor, or remove TCS completely. I'm no expert on it, but at a minimum, you'd need to find a non-TCS throttle body, install an actual gas pedal linkage and associated cable, different Engine Computer, and possibly a different ABS box. Not a cheap or easy fix.
So - should you avoid all TCS-equipped cars? Well, no. If the car was a very good deal, and was otherwise a known quantity - complete maintenance records, regular and frequent fluid changes, etc, then I'd consider it. I'd check through the records to see if it's had TCS-related work done. One or two things fixed in ten years isn't a killer. But if the car has had lots of TCS-related work, many trips to the dealer, especially unresolved trips (no fault found, just troubleshooting $$), then I'd worry about the car being a TCS Lemon.
