If the thermostat isn't opening up, a car can overheat at almost any temperature. The other thing I'd do is to have the coolant tested - if it isn't the proper mixture, it could freeze. Yes, both the thermostat and coolant are new, as you specify. But a new thermostat can fail - in fact, most things that are going to fail fail pretty soon after installation. And as to the coolant, mistakes happen, and maybe the forgot to mix it right at the factory.

How new is the thermostat? And WHAT YEAR is your car? Sorry for the rant- nobody today wants to list the year of their car. If you have an earlier car, like around '93 or older, the temp gauge actually reads what the engine temp is. With a new thermostat, quite often they can be a bit 'sticky' - they'll stay closed until it gets warm enough, then spring open - you see large swings on the temp gauge until things heat up. Once the thermostat has been working for a while (days, weeks), it tends to work more smoothly, and you don't see the big swings.

Also, thermostats can work funny on very cold days. Remember, the thermostat opens on temperature. One side has coolant from the engine, and that is warming up. The other side has coolant that's hanging out by thge radiator. That can be very cold. So in very cold weather, the temperature that the thermostat sees can be much colder than what the temperature gauge sensor sees. And if it's a new, sticky thermostat, you can see a high temp on the gauge. You said it was moving NEAR the red zone - how near? Just higher than you expected? Again, if it's an older car, I wouldn't be surprised to see the needle get to within two or three needle-widths of RED with a new thermostat on a cold day.

Now, if you've got a newer car (like a '95 or newer), the temp gauge is highly filtered by the ECU, and hot means HOT. In that case, I'd suspect a bad thermostat or faulty coolant.
