Don't know where the Southern State Parkway is or how cold it is there. Condensation from your breath and wet boots/clothing will freeze on a cold windshield if there is no heat source. I had this issue on my other car last week when the blower motor quit during a spell of single digit temperatures, needed a scraper for the INSIDE of the glass!
If the condensation is slimey/greasy and there is a sweet smell in the car, then I would worry about the heater core - otherwise not. The fact that your problems are solved when you refill the cooling system indicates that you have a leak somewhere, and that is the only problem. Take a good look under the hood to see if there are signs of obvious leaks, leading suspects would be the radiator, especially where the aluminum core meets the plastic end tanks, the hoses, hose clamps and the water pump.
