I've posted on this before but I think I observed the same phenomenon again this past Saturday morning cruising at 75 at 15-20 below F. The temp gauge rises to 10 oclock and drops back down. Period on the oscillation this time was about one minute. As the weather warmed up the gauge settled down. I don't believe it's a problem, just a quirk in the system.
Got caught in the blizzard on the way back. Saab was great except going up the steep sections at the tops of the two gaps I had to go over. You really need a good running start or it gets sketchy. Long 600+ mile day.
