The only advantage of deleting the balance shaft chain is cost. The new chain and replacement sprockets aren't cheap. And it can be a bit of a pain getting the sprocket nut off with the engine still in the car.
That said, I'm a big believer in keeping the engine the way it was designed. I agree with David - replace the chain and sprockets. If it turns out that your engine is one of the group that vibrates a lot without the balance shafts, you're not going to want to do that job again. And I spent enough of my youth driving uncomfortable cars - I'm done with that.
