I'll stand by my comments that a manual 'rock' test is very crude. It catches the worst of the worst, cars that are dangerous at any speed. The imperfections that show up as a slight vibration at 85 mph are usually impossible to detect with balancing equipment - nobody is going to feel that level of play in the wheel.
If you can feel play in the tire with the tug method, there will be NO ignoring it when you drive. It won't be a slight vibration at extra-legal speeds - it'll be like driving the Flinstone-mobile on cobblestones while being buffeted by high winds.
