When blower motors go bad (sounds like a Jerry Springer episode, doesn't it?) they start developing a ravenous appetite for voltage. More than the resistor is designed to handle. When the resistor dies, it's incapable of slowing the fan for the lower settings.

You can replace the resistor, but this in turn will likely get fried as well. Do a search for a replacement transistor, a Toshiba transistor of some sort which I can't remember now. If you're good with a solder iron, you can replace the fried chip yourself in your existing resistor for about $20. I've had this work for me once, and not work once.

Alternatively, the blower motor and resistor (and you should replace the heater core while you're in there) are all available from eEuroparts.com for probably in the $200 neighborhood for all. A bit of a job to do the blower and core, but you're likely to have to do it one way or another (see Michele's thread below).
