I see two problems you may be dealing with, and they're both related to low fuel level in the tank-
First, Saab uses a pre-pump/main pump setup. The pre-pump is for levels below 1/2 tank. If your pre-pump is in anyway tired or clogged, you could be getting fuel pressure issues. Normally, I'd say that would result in a leaner burn, but the ECU may be trying to compensate.
The other is the quality of fuel. That car sat for a couple of years with 1/3 tank of fuel. That's a lot of airspace, so a lot of condensation. There's a bunch of water and other nasty bits in there. And when you put the cleaner in, you put it in with 2 gallons of gas. I'll bet the instructions call for at least 10 gallons. More isn't always Better, and if you're having fuel system problems, don't complicate the issue with questionable mixtures.
I would get at least half a tank of good quality gas in there, more if I could. You're going to want it anyway. And it can dilute down some of the stuff in there.
