When the engine is cranking, the battery voltage will be less than 12 volts, because of the load of the starter motor. 10.7V is a normal cranking voltage. Automotive relays are designed to operate (pull-in) at voltages in the range of 7-8 volts (depending on temperature). So 10.7 is just fine for a good relay. So no need to apply 12 volts anywhere - 10.7 will do just fine.
Let's review - you jumper the fuel pump on, and the car runs. You read 10.7 volts across pins 85 and 86 when the engine is cranking. This tells me that the fuel pump relay has a problem. Most likely, the contacts internal to the relay are dirty, and can't pass enough current to start the pump reliably. The startup current of a (pump) motor is much higher than the running current, and very temperature dependent.
In your position, I would open up the fuel pump relay - pop the cover off. I'd clean the contacts with some fine sandpaper or an emery cloth/board - just a few swipes, you don't want to sand off the plating under the crud. See if that works. If not, replace the relay. And the good news is that if you mess up the relay opening it up (hard to do), you needed a new one anyway.
