Two points-
First, I've had a lot of problem with corrosion in the fog light socket. This can cause the light to go out. The bulb is still fine, though. The act of removing the old bulb and installing the new one makes good enough contact for it to work a while. I've removed the socket and cleaned it up with a wire wheel on a dremel. If you look in and see rust in the socket (you need to crawl under and look straight up), that may be the issue. Use an ohmmeter to see if the bulbs are burned out.
Second, handling of the bulb is critical. Getting any grease on a halogen bulb will kill it quickly. Even the normal oils from your skin can do it. NEVER directly handle the glass portion of the bulb. I use fresh rubber gloves, or clean paper towels.
